XP SP2 Temp Int Files Location Changed

I've got a bunch of XP Sp2 boxes in my AD Domain, when a domain administrator logs into those boxes the system will no longer allow a new user on the box to download files from the internet. This includes clicking on links that auto download as well as right clicking and "save target as...".

When we go into the properties of IE6, the temporary internet files folder has been changed from "c:\d & s\username\local settings\temp int files" to "c:\windows\temporary internet files" - user class accounts don't have permissions to write to that folder.

We can solve the problem by going in as the user and doing a "move folder" and relocating it to the regular "d & s" location.

But this is really not a solution in the long, we have an extremely mobile workforce and have to do this for each person on each box they use.

I need to figure out what is causing this problem and correct it.

Again let me re-iterate, until a domain administrator logs in to an XP SP2 box, the TIF location is "c:\d & s\username\local settings\temp int files" for all users on the box, existing and new.

Once a domain administrator logs in (**NOT** the local administrator, only occurs when a domain admin logs in) the system changes the default TIF location from that listed above to "c:\windows\temporary internet files".

Any ideas on how to prevent this in the future and how to correct it for all users on a given PC currently?
