XP screen and focus "glitch"

I have two computers running XP Pro in a domain and when a group policy is applied to the computer/user the start menu and most of the screen "glitches" about every 5-10 seconds. My instinct leads me to believe that it is something in the GPO but I'm not sure what to check. No problems on the W2kPro workstations under the same policy. I need to figure this out soon b/c I got word today that all of the workstations in that policy are being replaced with new XP boxes. The PDC and BDC's are runnign 2003 server enterprise.

I have never seen a gpo do that, but I havent used all the settings what settings are you using? Also have you tried another monitor just to check.
 
I don't think it is the monitor. It isn't that the screen glitches persay, it's more like the focus is changing to something else. The users can't navigate more than a layer deep into the start menu before the task bar and some of the icons disapear and then reapear. It is sort of like trying to use the start menu as system services, devices or programs are loading. Normaly, if you wait a min you are fine but this continues every 10 sec or so throughout the entire day. I sort of fixed it by deleting one users profile moving the machine to another OU with out a GPO and then having the user login. They have roaming profiles (yes i deleted the server and local copy) so i am wondering if that isn't part of the problem.
