XP Remote desktop / shortcut for setting up clients?

Hello everyone -

Just wondering if there was a way to simplify adding users for Remote Desktop administration rather than going around to everyone's desktop and enabling the remote desktop option under the "Remote" tab.

Is there a group or policy that I can enable?
Any help is always appreciated -
