XP Registry problems, can't run .EXE files .lnk either

My Xp box no longer runs any programs. My desktop icons are all generic except the basic ones, like My computer.....
I have looked through this forum and thought I had it pegged from another post but no. Maybe someone out there can offer me some insight.
I can't recover from a restore point because system restore won't run. plus the only restore point i can see prior to this event is from last year.

Can you run IE? Or literally you cannot run any programs?

Heres a thought... When the SIRCAM virus is removed, what you are explaining happens.

Pick two and run them both. I would choose at least Housecall for one of the choices:

I can run IE and have used symantec and trend micro to scan for viruses. When I get home I'll try the suggestion to see if I have the sircam remnants in my registry.
