XP Pro Outlook Express 6 not responding - CPU usage 100%

I am just now deploying 4 new P4 machines with XP PRO, and Outlook Express as the mail reader. Our mailboxes are on our ISP's mailserver, and seem to be working just fine under Win98SE with outlook express 6.
The new machine (s) are a different story!!. I just got the first one up, and Outlook express, when opened, runs VERY slowly. When I check the task manager, it reports Outlook Express Not responding, and CPU usage is 100%. I kill Outlook Express and CPU usage drops to virtually Zero.

What is the cause - and more important, the solution, to this problem. Please don't say OE5.
 
This problem is only evident when logged in to NT domain. If the system is logged in locally, the program works PERFECTLY. Log on to the server, and it basically locks up the machine - with 100% CPU usage
