XP not retaining taskbar settings on restart

I have noticed from time to time that programs area on the left side of the start menu become blacked out and the quick start icons either disappear or cease to function. When I restart the computer all contents of the taskbar are gone including any toolbars that I have created. Taskbar is locked.
Virus and spyware programs are run regularly.
Has anyone got an idea of what gremlins I might have?

I've had this phenomenon occur on occasion on my desktop (both running Windows XP) from time to time. I am confident that it is not a virus / spyware problem as the problem still occurs after my early January wipe and rebuild of the system. I also run numerous layers of security on my network, with the desktop at the core.

Do you have a Logitech Quickcam installed on the problem machine, with v8.3 of their drivers?
If so, then this may apply.

Ah ha... I have the camera of which you speak. I have fired off a message to Logitech to see what comes back.
