XP network connection problems

Windows XP, sp1.
On a business network member of WORKGROUP.
ipconfig /all shows correct dns dhcp and gateway.
Ping works.
Internet explorer works.

But it shows there are no network connections. If you try to define one, it says the user does not have sufficient permissions to complete the task even if logged in as administrator.

At one time, this pc may have been a member of a domain with a win2k server. I have checked the policies as much as I know how and can't seem to find anything obvious.

What is not working is UPS worldships connections. I have been on the phone with them 4 an hour and they are saying it's our setup.

Recent change was a move off the win2k server for dhcp and dns which is working. Server is still on the network with these services disabled.

If anyone can point me in the right direction, I'd appreciate it.

Thanks. I wound up having to reinstall a lot of the network settings and registry entries. I have no idea how it got so messed up.

The Ups worldship connections refers to United parcel Service shipping software. It has a button on its icon bar to go to thier website but it will not work. But ising Ie explorer outside of the software it works fine so thats not really an issue.
