XP Home Lags on every second bootup

I have a a fairly new HP pavilion. It is running WIn XP Home Edition. When it starts up it will go to the users screen and you pick which user is logging in and put their password in. The next time you boot it up it just about locks up at the sign on screen. It takes forever. If I shut it down and reboot it will work fine, it will go through the log on screen as if it were brand new. Then I shut it down and reboot it and it locks again at the sign on screen. Every second time I boot it the system locks up or takes forever to boot. Every other time it runs as I said like new. It has a 2.6 p4 and 512 DDR with a 120g hard drive. Any ideas what is causing this 2nd boot interval to run so slow?
 
No, muy mistake, it now does it more often than not. Still any ideas why it stops here most times but will not others. One thing I did notice is that when it gets to that screen for a second the A: drive is accessed. The light goes on the floppy drive and you here it grind for a second. Any ideas what to look for?
 
What I am also seeing is that when this happens the keyboard and mouse lock up, but the cursor is still flashing and it I just touch the power button it goes to the screen that windows is shutting down.
