XP Hangs On Task Bar

A friend of mine is having this problem and I just can't figure it out.

When XP boots up everything loads fine. She can open all of her desktop items okay, but when she places the cursor over START she just gets the hourglass and it never goes away. There are no error messages, it just hangs.

Has anyone experienced this?
