Looks like I got it working. FYI, this is what I did..
As stated earlier, I creaed a standard user profile and made this the default profile. This runs as a restricted user (not certain why but it does) as there are no local user accounts on the computer.
I then added a local userid with the same name as the profile I created. Except I gave this userid Administrator privleges. Logged onto this local account, set the power options, then logged out.
Logged in as administrator and deleted this user account but left the profile. Copied this profile to Default User profile - same as I have done previously when setting up the desktop apps, etc.
Logged in with a new network userid (so there is no existing profile on the computer for this person) and all of the power options were as I set.
So this appears to work OK. Now, if I only knew why the person connects as a restricted user. Maybe because there is no local userid? Anyway, it seems to be working. Maybe someone could get MS to change the Powercfg.exe so it is usable to do these things.
