XP cannot access other computers whenever the internet is connected 1

Hope you can help me.

when I dial the ADSL and connect to Internet, immediately, the XP cannot access another PC running win2003. When I disconnect the ADSL internet connection, the XP can access the win2003. both machine have static IP on the NIC.
If both two machines run windows 2003, with the same IP setting, the problem disappeared. But I want use XP on one machine.

THe 2 machines connected to a hub, both can dial the ADSL ISP independently. I don't want buy another router.Any other suggestions? why windows 2003 doesn't have this problem?
The reason I need XP is that some software cannot run on win2003.

you will be HAPPY you bought a router and used it instead of the hub....
first,
most routers have built in Firewalls
second,
The router isolates your network using an internal NAT system (hides your computer and the files you share from the big bad world)
otherwise hackers and such will love ya
third,
YOU CAN USE BOTH COMPUTERS ONLINE AND TALK TO EACH OTHER ON THEIR PRIVATE NETWORK

bcastner is sooooo right.
Routers are cheap and easy to configure. but, well worth the money
