xp applying personal settings

Setting up XP boxes for first time on small W2K Server network.

Problem: XP takes 3-4 minutes to "applying personal settings" during logon.

Not an issue with the 2000 workstations.

I am not using roaming profiles.

Troubleshooting ideas?

Has anyone gotten the fix from microsoft yet? I do not want to have to pay to fix this problem because it is a mircosoft problem.
