XMS Failure

On a newly formatted hard drive during insatlling Windows98se on the first restart, the computer wants to Start in Safe Mode. By selecting option to start in safe mode the following message appears :
HIMEM is Testing Extended Memory ... Done

Extended Memory Specicfication(XMS)

ERROR: HIMEM.SYS has detected unreliable XMS Memory at ADDRESS 0100000c

XMS Driver not installed

To Contiue Starting your Computer press ENTER

On Doing so - the following message then appears

HIMEM.SYS is missing
Make sure file is in your WINDOWS Directory
Windows has stopped. press CTRL + ALT + DELETE to restart your computer
On doing this it trys to satrt but freezes on Windows 98 splash screen

Please can anyone help me rectify this problem and get windows started
 
Remove and reinsert the memory a few times making sure that it's fully inserted.
Then, reformat and reinstall Windows.
If no luck, then try the memory in different slots.
If still no luck, then the memory may be defective.
