XML for the job?

I am wanting to make a html doc that can link to data in a text file.

For example, If I have a link call access-lists I would want to be able to click on that link and bring up the corresponding accesslists from a text file. From what Ive been reading it seems that XML would be good for this. Dies anyone have any examples or good links that would help? Any opinion? I would preferably like to do this without a server technology (coldfusion, asp etc...)
