x.400 config issue

We currently migrated our wan connection from vpn to frame relay. Everything went smooth except for our our email system. Our sister office from other country encountered no problem in sending email to us but our mail's toward them just pile up in our x400 queue. I've tried changing the checkpoint sike, window size recovery time out and disconnect time settings but still I keep on receiving warning messages (Event ID 289 and 1290). Any opinion where else should I look to resolve this problem?
