WWW service stops each time any user logs out

Am I missing something obvious here? Why is it that every time any user logs out of Windows 2k, the stops. The service and dependencies are all set for automatic startup. When you log back in you can manually start the service without any problem. I can't help but think that this is something very simple that I am overlooking. Any help is greatly appreciated.

What account are you using to start the services? Make sure it is the LocalSystem for both IIS Admin Service and World Wide Web Publishing Service.
 
The local system account option button is selected. I have tried it with Allow Service to interact with desktop checked and unchecked. I have never seen this before. It's got to be something simple that I am missing, or some third party app is tweaking the services start up. This is a test box for our developers, so who knows what is on there.
