WSUS - notify only - how to install downloaded updates?

I have a lab environment where a WSUS server advertises patches via GPO, but by design it's set to "notify" only for both download and install.

When a user opens the automatic update icon in the system tray and downloads all available updates, they are later prompted to install the updates. However, if the user only chooses to download some of the updates (ie they uncheck some of the boxes) they never get prompted to install the updates they downloaded. The AU icon will only give them the option to download the patches they didn't select. Is there any way around this? Or must the user download everything first, and then selective choose what to install?

WSUS along with Group Policy should be managed from the Central WSUS server and have no User intervention necessary. The WSUS is where the admin approves which updates to be downloaded to the users computer. That way only approved updates are installed. then the GPO takes over in the auto-download and installation at the specified time. Leave the Users out of the loop.

Option 4 is Download and Schedule the Install, and there is a box for what day and time for the install.
