if we have switch WS-C6509-E with two sup WS-SUP720-3B
and one WS-X6708-10G-3C do we have to choose the IOS to be IOS for 720-10G or we can use the ios for sup 720.

The IOS is not specific to linecards, it is specific to the Supervisor. There may be supported/unsupported linecards in the IOS release you choose, however what you are asking is whether you need IOS for a WS-SUP720-3B or a WS-SUP720-10G - you need IOS for the WS-SUP720-3B since this is the supervisor you have.
