Write Permission IIS5 1

I have a computer with XP Pro and IIS 5.1 but cannot get the write permissions to work. In the IIS manager, I have set the permissions to Read and Write but I am still getting an error. If I try to use Windows Explorer to set the permssion, there is no Security tab to check if IUSR_COMPUTERNAME has write permission. The only tabs I have are General and Summary.
 
Yes I am the computer administrator. It is a stand alone testing computer that is not part of a network.

If you have a missing Security tab for file properties in WIN XP PRO you will have to go to:

Windows Explorer
Choose Tools > Folder Options...
Go to the View tab
Uncheck Use simple file sharing at the very bottom

Yes it works now that I changed the permissions for the file in the security tab.
