Workstations cannot access the internet using IP address. I have to go and set the each computer to automatically recieve IP address. This has not always been the case. It only started to happen once the dsl went down.
 
I'm not fully understanding your problem.
Why do clients need to access the Internet by IP address?

Anyway, this would be a routing problem.

When the connection works run a tracert to the IP address the client needs to get to and note the path.

Do the tracert again when the connection is not running.

Do you have two routes out to the Internet?
Sounds like when the DSL goes down the route via this will take a little while to decay. Once it does clients will then use the route to your other Internet gateway.

When clients receive the DHCP address they must be pointed to a different default gateway to what they are using on a static address setting.

 
Thank you for your reply. The IP addresses are used on the network. With the IP address the network works but can not get on the internet.
 
You will need to post more details for anyone to help you with this problem.

Do some simple tests like nslookup Does this return an IP address?

Can you ping 130.57.5.25

Type tracert 130.57.5.25
What route do the packets take to the Internet?
