Workflow response takes too long

GW 5.5 client

I have several users that Workflow responses do not go through for hours, sometimes the next day. Other users have Workflows that go through almost immediately. I cannot find any difference in how they are setup. I've tried reinstalling the GW client and installing Workflow directly from the GWWF directory. Still no luck.....anyone who has seen this before please help.
