Word XP Reviewing Toolbar

Is there a way to prevent the Reviewing toolbar from automatically displaying when opening a document? We turn it off but when we open certain documents, it automatically displays again.
 
I'm not sure, I'll check. So, to understand this - If a user creates a document, turns on Track Changes and forwards the document to me, when I open the document in Word, Word will automatically display the Reviewing Toolbar. And now that the Reviewing Toolbar is open, it will stay open for all other documents that I open regardless of whether or not Track Changes is turned on in those documents. Is this correct? If so, is there any way to prevent this from happening? In other words, the Reviewing Toolbar should only show when Track Changes is turned on in a document and not show when Track Changes is turned off.
