Word locked object moving

I have a word template ready laid out with 2 logos and 2 text boxes grouped together to make up the header and footer of company headed paper.

I have set the layout format of the combined object to 'in front of text' and in the advanced setting I have set the absolute position of the object in relation to the top and left of the page.

I have also made sure that the object is set to locked anchor and the move with text box is un checked.

So why when I paste text into the file does the object move down onto the next page.

In case it matters I am using Windows XP and Office 2000 Pro.

Are you pasting them directly into the Header/Footer (select "View" the "Header Footer")? as this is probably where they should be and should move.
