Word 2003: Can't change macro security level

Just upgraded from Office XP to Office 2003. For some reason, I am unable to change the macro security level in Word from Medium to High. Everytime I change it, it always reverts back to Medium. No error messages are displayed. Any ideas on this. I'm logged in as admininstrator. Windows XPsp2.
