Word 2000 Mail Merge Problem

One of my users is trying to use Mail Merge in Word 2000. When she looks under Tools, it is simply not there. I have tried reinstalling Office 2000 and selected Run all from My Computer for the install options of Word. Can anyone tell me why this is happening and what I can do to fix it?

Tools-Customize, Toolbars tab.

Select the Menu bar and hit Reset, then OK.
