WinXP Taskbar Blank; IE Toolbar, My Computer Toolbar Missing

Working on a PC that was saturated with spyware/viruses. I successfully removed all instances of this but, in the process, I somehow lost some of my task bar items and tool bar options in My Computer, IE, etc., however, I can see the items in the far right (clock, av, sound, etc). This occurs in Safe Mode as well (weird). I created a new admin account which carried over the same problem. Any attempts to access the Computer Management, Services, or other admin functions reveals a message telling me to register the mcdsrv32.dll. Attempting to register this .dll returns an error something to the effect that it can't be registered.

I've also tried to run an IE repair from the command line but it also returns errors. Any suggestions would be appreciated.
