WINS won't configure

I have a client the purchased a Dell computer to put on his network. It came with Windows ME. He put a network card in it and it configured correctly. He uses DHCP and the computer gets an address. The problem is with WINS. If you run WINIPCFG, everything is there except for Primary WINS server. Because he doesn't get a WINS server, he doesn't get an NT sign on screen. I tried to configure all the settings manually and still I get everything but WINS. I don't understand how I can put a WINS server address in the IP setup and it doesn't show in WINIPCFG. I can ping everyone by IP address, just can't do name resolution. I have looked up this problem on google and it seems that lots of people have this problem, but no one seems to have an answer.

All his Windows 95/98 computers work fine. I even plugged my laptop into the same network port, changed the domain name in the Microsoft client, and it came up first try.

Of course if you try to look up WINS on Microsoft’s site, you get 10 hits and none of them are anything to do with this.

I must say that I have never liked windows ME and this is just another reason for not liking it. Can anyone tell me what fixes this? I promise to post the answer everywhere I can so other people can find it!
