WINS keeps failing in Event log

Hi,
For some reason WINS on my 2003 server keeps failing with an error stating: "WINS could not read from the Datagram User Protocol (UDP)socket". What is this error trying to tell me? I checked the TCP/IP settings and they seem to be ok and I don't understand why UDP is a problem. Any help is appreciated.
