WINS and RRAS

Hello All,
I am having intermitten browsing issues. My Primary Wins also functions as a RRAS. It seems to think that it's multihomed and seems to be creating an event id 8023. How can I clean this up? Should I move RRas to another server? Is it possible to make another machine the "Master Browser"?
