winlogon.exe and 100% CPU usage

I have a windows 2000 machine that is so slow and after investigating I found in the task manager that the winlogon.exe process is consistently at 95-99% usage about every 2 seconds. There are no programs running and I also ran Spybot and it found nothing as well. The other thing I tried was a virus scan and I still came up with nothing. What could be causing the winlogon.exe process to be utilizing 99% of the CPU all of the time?
 
Unfortunately, several things.

. Antivirus packages. InnocuLan and Norton AV both have patches; likely others.

. If the print spooler is not started or starting;

. Several viruses can do this

 
This machine has Norton AV so what patch would I use?

The print spooler is started.

I have run a virus scan and it came up with nothing.
 

You really should do a Google Groups search, as there are a lot of identified issues. ZoneAlarm and some other firewall products; there are patches if you host TS on the machine; there is a memory leak patch from MS, etc.
 
There are also several virus or worm like things that are not identified by NAV.
 
I experienced this at work with several machines and it was the w32.elkern virus. The removal tool can be found on McAfee or Symantec sites for free.
