Windows XP SP2 not allowing FTP

Two Windows XP SP2 users have reported not being able to gain FTP access to approved sites. I verified this was true even with the XP Firewall deactivated.

Anyone know a quick ssolution to this issue? We have other simular machines FTPing just fine.

CISCO VPN client software? PC-Illan or Norton/Symantec?
All of these create "hidden" firewalls that can stop you cold.
