Or I believe that if you don't have any other users on the machine, just administrator, and it doesn't have a password, I think it does. But I could be thinking of the home version.

Sure - but only if the windows machine is NOT part of a domain.
Click start > Run and type:
CONTROL USERPASSWORDS2
Then unclick where is says "Users must enter a username and password to use this computer"
If you are using Windows XP Home I remember something about problems arising if you do this logging in with the administrator account but I cant remember exactly.
