Windows XP Pro Hanging in shutdown

I just put together a new computer and I have Win XP Pro installed on it with all the updates and patches but when I went to shut it down it just hangs on the blue screen and says "Windows is shutting down" but it never does. I've tried doing the things that have been in other posts to fix this problem but it just won't shutdown. I did notice that after it says "Windows is shutting down" for about 5-6 seconds, the power light starts flashing. Any ideas on this. I did check bios and everything is ok in there, I also disabled system restore and checked the event viewer (which didn't have any errors or warnings in it). Thanks!!!
