I've done some checking around, and it LOOKS like this might a CPU error code. Is your CPU listed on the "Hardware Compatibility List"?
Also, MAKE SURE that your CPU fan is running, (sometimes over-heated CPU's will simply halt).
If you can run setup from the CD-ROM, you can try this neat little argument:
winnt.exe /checkupgradeonly
Run this from the "i386" folder on the cd-rom. If you can't boot from the CD-ROM, use a Windows 98 boot disk to gain access to the CD-ROM, and then run that little argument...it will perform a check of your system, and provide a printable report.
I've tried it in several different computers just to see
if I would get that error code, and everytime I still get
that code on the second boot disk, Im wondering if there's
something wrong with that file from microsoft i've downloaded it several times and extracted it several times as to different floppies.

a Net HELPMSG 7 through command prompt on XP shows the error message as being
" The storage control blocks were destroyed"
Not much help, as a search just refers to W98.
I would try downloading new bootdisks.
I do believe Prescot9 has identified the most likely problem....Every Error Code 7 I have seen involved a bad Processor ........particularly...the Model 4 Athlons released just prior to the XP series...the ones with 266 FSB. Try a different proc and see if this problem doesn't just go away. Let me know...I have spent many a sleepless night trying to determine why a couple of BRAND NEW machines would not load XP....Both had defective Model 4 Procs..OEM..and the vendor is/was no where to be found. $235.00 dollars later....I now possess the XP error 7 merit badge. Let us know whether that is it.
