windows wont reopen on reboot

when I shut down windows98se with folders open, it used to reopen them on reboot, it has stopped doing so. I have recently installed the same version of windows on two different computers one reopens the open windows the other does not. any sugestions would be helpful. I cant seem to find any reference to this symptom any where. Its no big deal its just bugging me
 
Restore previos windows at logon or simular expression
is found on in explorer - tools - folder options - view .
Make this enabled .
 
thanks for the prompt reply. I am sure it would work however the relavent setting is not there.
 
AFAIK.....There is no setting in Explorer or anywhere on PC to enable/disable that....(except maybe, just maybe the "remember each folders view settings" in Folder Options> View tab....has 'something' to do with it 'along with' this next step)
One PC may have "Quiet Boot" and/or "Quick Boot" enabled in BIOS...in which case the Memory test is "skipped over" during a reboot(for speed sake).....
it's possible that the PC that "retains" open folders, has this disabled in BIOS and it's "retained" in memory.

I've always closed all open windows/programs before re-booting(except in a crash/BSOD etc), so "ya got me"...
I wouldn't even think that Winblows has that capability
