Windows will not start Desktop

Has anyone had this problem. If I do a restart everything loads find until it get resdy to start the desktop and taskbar. The system stops and pressing crtl+alt+del show explorer not responding. There is no desktop, no takbar,
only the mouse cusor but there is NOTHING the screen but the wallpaper. I have look everywhere and can not find it.

If it is possible to start in safe mode, it might be an idea to run msconfig and uncheck most of the startup programs.

do you see a small box appear in the top left corner of the screen for a second just as the desktop should be loading?

No, I do not see a box in the left hand corner. I do see a box behind the login box
after I enter a password. Yes, I have tried
checking and uncheck things in msconfig. I have noticed that it must run scandisk before it will come up.
