Windows Volume License Question

Does anybody know if you can convert existing licenses to volume?
 
Presumably you want to use ghosting/imaging software on workstations that have individual license keys?

I had the same problem at one of our sites. I phoned up Microsoft and they said: if the individual license keys are within 90 days (or there abouts)- then you can 'convert' to a volume license else you would have to re-pay for all the licenses again to get a VL key- very silly I know but that's what they told me.
