I just bought an "e-machines" computer which came pre-loaded with Windows Vista Basic.

There was no CD that came with the computer.

I tried to figure out how to make a "boot disk" to re-start the computer in the event the operating system on the hard disk is damaged. As far as I can tell, Windows Vista no longer allows us to make a boot disk.

Is it correct that Windows Vista does not provide the ability to create a boot disk of the operating system?

Your computer manual might have some information on any Recovery Procedure available to your machine. Probably you have a Recovery Partition, and either some way of booting into at the first Booting screen, or by using F8 to get to the Safe Mode Options Screen which may well include an option to recover or repair your system.

This might help you create one.

take it to the shop... or use Linux to access the data and then reinstall...

seriously, you should be able to make a recovery CD, if it does not allow this, then write eMachines and attempt to get one from them...

Only ask questions with yes/no answers if you want "yes" or "no"

Normally E-Machines (Gateway) computers should come with a recovery CD. (But not Microsoft labeled) and they should have a recovery Partition. (in the UK anyway) Check with your supplier.
