Windows updates wont install

The server is 2000 SP4. When running windows update it identifies the latest missing updates. I go to review and install, click to install and it comes straight back with "No updates were installed. The following updates failed to install (lists all) to try installing them again click review/install updates"

I have tried renaming the WUTEMP folder which I saw suggested on here somewhere but have no other ideas.

The machine has been restarted and is logged in as Administrator.

Obviously I could apply them manually but I would like to get to the bottom of this.

Any advice greatly appreciated.
