Windows Update/Service Pack 4

Hello,
The problem I am having is when I am trying to install Windows 2000 Service Pack 4.
If I go to the Windows Update site, I scan for updates, Review and Install updates, it finds that I need to install Service Pack 4, I choose install now, it downloads the files, and then switches to a screen that says "Installation Complete". It acts like it installed successfully and even if you check the installation history it tells you it installed successfully, but it does not install.
I also have service pack 4 on CD, but when I try to install this way, it extracts the files to a file that looks similar to this one C:\2122iaergtja121324hat223, the file name is never named the same thing twice and after the extraction is finished, the file is automatically deleted.
I have scanned for virus & spyware and am told by Norton, AdAware,Spybot & Bazooka all with the latest updates, that I am clean.
Boy, if anyone could help with this problem, I would really appreciate it.
