Windows update is requesting software that I can not find!

I have an old Dell server running windows 2000 which I am going to use to run only TSS. I am making sure that it has all the latest windows updates. When I connect to the windows update page, I encounter an error and am required to download MSXML parser 3.0 service pack 4.
When I go to the download centre, this is the only SP not listed. I can not find it anywhere and MS do not have it on their webiste. I also get an error code 0x800A0007

Does anyone know of a fix for this?

Any advice greatly appreciated.

My apologies for not being clearer, I did investigate before posting and have tried all of that and still no joy.
Definately nothing to do with Language or time, as both fine. Also checked the SSL issue and another regarding Http via proxy and still no difference.
Also have other servers on the network, same model, which can connect no problem. My main aim was to see if anyone could find this elusive SP4? or have a reason as to why MS appear to have withdrawn it?

Yes,

Tried them all, in order including the SP 4 SDK and nothing worked.
I think the problem may not be MSXML related but until I actually install SP4, I cannot rule that out.
