windows update gpo at domain and ou levels

I have a gpo at domain level setting auto windows update for all auth users. Works like a charm. Now, I wanted to set another gpo on one of the OU's with diff windows update settings or even at the domain level as well just with a diff set of users (and deny this set of users in the first GPO) BUT, when I add a new gpo either at the domain or OU level, the winupdate settings under computer configuration-administrative templates-windows components-windows update are not there (the entire windows update folder isnt there)

Can this only be set once in the domain? doesnt make sense.
