Windows NT Install Error

Im attempting to install a fresh copy of NT 4.0 on my PC and am getting an 'Inaccessible Boot Disk' error when the 2nd setup disk is running. I know that this is usually an issue with the file system, and I set mine up (8gb) to have the 1st 2 gb at FAT and the rest isn't even setup yet. I even tried making the primary partition NTFS (using P.Magic) and that gave me the same error. Does anyone know of anything else that may be causing this error, because I am totally out of ideas.
 
Nope, it is IDE. Windows 2000 installed perfectly fine on the system. I replaced the hard drive with another IDE drive, made the new one FAT16 as well and still got the same error while installing NT4
