windows nt domain controller not found error in BDC

i have a test setup
-a nt pdc which was upgraded to w2003 with AD
-a bdc
-an xp client
-a w98 client
noticed that the bdc has errors to the effect that no domain controller is available for my domain test(test.company.com)

how does a BDC locate the 2003 DC?
do i need wins?

i found the problem
the subnet mask on my bdc was 255.255.0.0 instead of 255.255.255.0
