Windows ME or 2K and NEw hard drive freeze

I am building my son a P2 667 with Win 2k, his Maxtor HD went down and Maxtor sent a new one. Upon installing the OS, the computer repeatedly freezes during and after installation. Eventually went back to ME and tried it with same results. Have tried BIOS settings, different keyboards etc to no avail.

Anyone experience this problem before? I am beginning to wonder if I have a bad HD or a mobo problem.
