Windows Installer Service not Available

I am trying to install Vista compatible Sony Vegas Studio Platinum 8. During the install the Vegas package tries to install Microsft Visual C++ 2005 Redistributable Package (x86)- during the install a message window pops up: The Windows Installer ervice could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

I cancelled the install and tried to install the C++ package by itself. (I downloaded the pagage from microsoft - vcredist). Again, I could not install it as the 'Windows Installer Service could not be accessed' message stopped the install.

I have tried a few things:

Ensured the Service is running before install
Reregistered the Service via Safe Mode
Run sfc /scannow - this was OK

Why is this Service message popping up and stopping me installing? Any help appreciated.

Please note - for different purpose I just tried to install Java for Windows. It failed with the same Windows Installer Service message.

Any further clues in the Event Viewer?

Have you tried disabling any security type software?

The Windows Installer service could not be accessed " issue !!!

Sorted - thanks for reply. The solution was as simple as:

SOLUTION
Start the Windows Installer service

Click Start, type Services.msc and press {ENTER}
Double-click Windows Installer
Set the Startup type of Windows Installer to Manual
Click OK.
