internet explorer/tools/options/programs

internet programmes (it says"you can specify which program
windows automatically uses for each internet service.

the box for email has nothing in there/it shold be outlook express.

if you want email a link or page etc using the envelope on
task bar, you can't

my mail washer will process mail but can't get to the mail program because it can't find the default mail

It just sounds as if Outlook Express isn't installed. Go to Control Panel > Add or Remove Programs then on the left of that box click Add/Remove Windows Components. Look in there to see if you can find OE then click the check box beside it and hit Next.
