Windows Explorer flickering

I have noticed that when Windows Explorer is open, the folder tree on the left side flickers like it is refreshing.
I understand that it refreshes every few seconds, but is there any way to stop it from flickering?

If anyone has any ideas, they would be greatly appreciated.
 
If you want to change the refresh rate on windows NT workstation . Then go to control panel --> Dispaly

then in settings tab there is option "Refresh Frequency" change it from there.
