Windows DHCP Server Error: Not Connected

I am using Windows 2000 advanced server, if I am in the DHCP console and try to add the DHCP server by browsing it tells me that is "the server is not operational."

If I type in the IP address it will find the server but it will tell me that it not connected and their is nothing that I can do to get this error message off.

If I go to Active Directory Donains and Trusts it tells me tha t the server is not operational.

How do I fix this? Thanks in advanced

Strange thing, This pc is not constantly connected to the Internet. When I do connect it to the Internet some of the problem do go away. I am then able a least to sue Active Directory Users and Groups.
 
Do a google search for Spybot S&D. It's a free download for locating spyware on your computer. Since the problem goes away when you connect, that's what I would do. It's a long shot, but it would be one more thing we can discard. Good luck.
