Windows CE or Windows Mobile

Hello
In our company we want to choose a type of hand held devices from some type of various devices to develop our new application. Some devices have windows CE and the other have windows mobile. I think that it is better that I don’t choose windows CE devices, because it is an out of dated operating system that Microsoft don’t have any plan to support it more. I think that Microsoft replace windows CE with windows mobile and plan to support windows mobile. I want to know that is this idea true? If it is true I prefer to choose devices with windows mobile.

Windows Mobile is more of a set of CE builds for certain standardized device platforms (PDAs, PDA Phones, and the less common "smartphone" with no touchscreen).
 
Is Windows Mobile software compatible with Windows CE 6?
 
As far as I know Windows Mobile 6.0, 6.1, and 6.5 are actually based on the CE 5 core. I would assume many WM 6.x programs might run on CE 6 as long as the CE 6 device uses an ARM processor.

The newer "Phone 7" OS (not yet released) is supposed to be CE 6 based, but almost everything is locked down preventing user programs that use native code and COM from being installed and run. They seem to want you to create all applications using their .Net/WCF stuff that runs sandboxed.

Phone manufacturers and "operators" (carriers) will be allowed native access, but nobody else.
